Job Description

In the context of the WHO Health Emergencies Incident Management System (IMS) at the Emergency Operations Center (EOC) state level, the GIS Specialist will manage GIS systems. This includes collecting, analyzing, updating, and maintaining geospatial datasets related to the emergency incident. The specialist will also coordinate field data collection and create maps and other cartographic products to support strategic decision-making by team leads within the incident management system and health cluster partners.

Main Objectives of Assignment

The mission of WHO’s PEP Programme is to build the capacity of Member States to manage health emergency risks. When national or state capacities are overwhelmed, the program leads and coordinates the Supplementary Immunization Activities (SIAs) and Outbreak Response (OBRs) to contain outbreaks and provide effective relief and recovery to affected populations.

Specific Tasks

  • Reporting to the Information Management Team Lead, under the guidance of the Incident Manager and the Head of WHO Country Office, and working closely with counterparts at the respective Zonal office and WCO, the incumbent will be responsible for GIS activities at the SEOC level.
  • Collect, analyze, update, and maintain geospatial datasets related to surveillance, SIAs, and OBRs, ensuring their reliability and accuracy.
  • Build and maintain a library of geospatial data, including incident-specific datasets and base data. Engage with LGA, state, zone, and WCO contacts regularly.
  • Provide technical support to the incident management team in developing tools and processes to collect, manage, and combine spatial datasets.
  • Conduct geospatial analysis on collected datasets; create maps, infographics, and other cartographic products as needed.
  • Standardize and clean geospatial datasets and associated attributes across incident management system-specific datasets.
  • Lead field data collection efforts using various data collection techniques, such as mobile data collection devices and applications.
  • Develop tools for transferring GIS data between different systems and design structures necessary for GIS data storage.
  • Convert GIS information from one format to another and adapt tools to integrate different GIS datasets, investigating patterns such as estimating the number of people affected by an event.
  • Ensure the availability of quality, timely, and complete information to guide the polio eradication program in the EOC.
  • Perform other related incident-specific duties as required by the functional supervisor.

Qualifications & Experience

  • Education: Diploma in Computer Science, Statistics, Monitoring & Evaluation, or a data management-related science field with additional data management training.
  • Experience: At least 3 years of experience in health-related data management, data collection, analysis, dissemination, and the use of health information for program planning and management.
  • Desirable: Working knowledge of statistical application programs (EPI INFO, SPSS, STATA) and mapping programs (QGIS, ArcGIS, HealthMapper).
  • Language Skills: Proficiency in English.

1) State Data Assistant (Roster)

Purpose of the Position

The objective of this role is to support WHO data management activities at the zonal level and provide evidence-driven information for actions aimed at supporting the state to:

  • Ensure the availability of quality, timely, and complete information that guides the surveillance and immunization programs.
  • Monitor the achievement of recommended surveillance performance indicators for Acute Flaccid Paralysis (AFP), other vaccine-preventable diseases, and other diseases of public health priority as highlighted in Nigeria’s Integrated Disease Surveillance and Response (IDSR) strategy.
  • Provide evidence through the timely utilization of different data available to guide the program.

Description of Duties

Under the overall guidance of the WHO country office representative, the supervision of the IVE focal point, and the guidance of the state coordinator, the State Data Assistant will:

  • Capture, maintain, and update databases pertaining to each programmatic area in EPI/PEI at the state level, including SIAs, RI, and surveillance data.
  • Ensure that hard copy filings of disease Case Investigation Forms (CIFs) are up-to-date with lab results within the state offices.
  • Support LGA Facilitators in making LGA-level entries to the data tools provided at Zonal and National levels.
  • Assist the state coordinator with data presentations, analysis, and interpretation, and prepare reports for dissemination as required.
  • Ensure all disease line lists are up-to-date and copies are shared with zones in a timely manner.
  • Provide all-round technical data management support during Immunization Plus Days (IPDs), including pre-, intra-, and post-campaign data management.
  • Provide technical support in the administration of ODK checklist and the use of ODK.
  • Maintain records of all hard copies of documents forwarded to the WHO Country Office (WCO).
  • Create and secure backup copies of data in the state.
  • Perform other activities as required by the State Coordinator.

Required Qualifications

  • Education: Diploma in Computer Science, Statistics, Monitoring & Evaluation, or a data management-related field with additional data management training.
  • Experience: At least 3 years of experience in health-related data management, data collection, analysis, dissemination, and the use of health information for program planning and management.
  • Desirable: Working knowledge of statistical application programs (EPI INFO, SPSS, STATA) and mapping programs (QGIS, ArcGIS, HealthMapper).
  • Language Skills: Proficiency in English.
  • Specific Skills: Basic knowledge of ICT, mobile, and web-based data technology; ability to acquire sound knowledge of WHO rules, regulations, and procedures; demonstrated ability for teamwork; ability to establish and maintain good relations with people at various levels and from different backgrounds.
